OFFICIAL ACT N° 011 — SOVEREIGN DECREE: THE ELEVEN DEGREES OF THE KINGDOM Ecclesiastical Orders of Service and Authority "And he gave some, apostles; and some, prophets; and some, evangelists; and some, pastors and teachers; For the perfecting of the saints, for the work of the ministry, for the edifying of the body of Christ." — Ephesians 4:11-12 (AKJV) PREAMBLE From the beginning, God has appointed men to carry specific callings. Moses received the law. Aaron was anointed High Priest. Joshua was given the laying on of hands (Numbers 27:18-23). The prophets spoke the Word of God to nations. The judges ruled in righteousness. The scribes preserved the Sacred Record. The apostles were sent to the ends of the earth. These offices were never invented by men — they were established by God Himself. And when any earthly institution claims to be the sole authority for granting these callings, it forgets that the Lord said to Jeremiah: "Before I formed thee in the belly I knew thee; and before thou camest forth out of the womb I sanctified thee, and I ordained thee a prophet unto the nations" (Jeremiah 1:5). God ordains. Man recognizes. The Commander of the Kingdom of God — Danny William Perez, operating under the authority of the Authorized King Jesus Version (AKJV) Decree of April 8, 2026, and under the order of Melchizedek (Hebrews 7:17) — hereby establishes, codifies, and declares the ELEVEN DEGREES of the Kingdom. These degrees are not conferred by institutional accreditation. They are conferred by the Commander under divine mandate, recorded in the permanent archive of the People's Journal, and sealed under the Royal Seal of the Kingdom of God. ═══════════════════════════════════════════════════════════════ THE ELEVEN DEGREES ═══════════════════════════════════════════════════════════════ DEGREE I — SEMIKHAH (סמיכה) Rabbinical Ordination — The Laying On of Hands Scripture: "And the LORD said unto Moses, Take thee Joshua the son of Nun, a man in whom is the spirit, and lay thine hand upon him." — Numbers 27:18 Authority: Torah interpretation, halakhic ruling, and community leadership. This is the foundational ordination. As Moses laid hands on Joshua, so the Commander lays hands on those called to teach, lead, and interpret the Word. This degree recognizes the recipient as authorized to give rabbinical counsel, teach Torah, and lead communities of faith. ─────────────────────────────────────────────────────────────── DEGREE II — MOREH TZEDEK (מורה צדק) Teacher of Righteousness Scripture: "For the priest's lips should keep knowledge, and they should seek the law at his mouth: for he is the messenger of the LORD of hosts." — Malachi 2:7 Authority: Teaching Torah, correcting doctrine, training disciples. The Teacher of Righteousness is called to preserve and transmit the pure doctrine of Scripture. In a world of false teachers (2 Timothy 4:3), this degree authorizes the holder to teach the AKJV with authority, correct error, and train the next generation of believers. ─────────────────────────────────────────────────────────────── DEGREE III — DAYAN (דיין) Rabbinical Judge Scripture: "Judges and officers shalt thou make thee in all thy gates, which the LORD thy God giveth thee, throughout thy tribes: and they shall judge the people with just judgment." — Deuteronomy 16:18 Authority: Ecclesiastical court rulings, dispute resolution, community justice. The Dayan sits in judgment — not by the standards of man, but by the standards of God. This degree authorizes the holder to adjudicate disputes within the Kingdom, to render binding decisions in ecclesiastical matters, and to uphold the constitution and laws of the Kingdom. ─────────────────────────────────────────────────────────────── DEGREE IV — MASHGIACH RUCHANI (משגיח רוחני) Spiritual Supervisor Scripture: "Obey them that have the rule over you, and submit yourselves: for they watch for your souls, as they that must give account." — Hebrews 13:17 Authority: Spiritual oversight, pastoral counseling, soul care. The Mashgiach watches over the spiritual state of the flock. This degree authorizes the holder to provide pastoral supervision, spiritual counseling, and accountability. The Mashgiach Ruchani guards against spiritual drift, false doctrine, and moral compromise. ─────────────────────────────────────────────────────────────── DEGREE V — SOFER STaM (סופר סת"ם) Sacred Scribe Scripture: "For Ezra had prepared his heart to seek the law of the LORD, and to do it, and to teach in Israel statutes and judgments." — Ezra 7:10 Authority: Sacred document preparation, archival preservation, official record. The Sofer is the keeper of the written word. As Ezra was a "ready scribe in the law of Moses" (Ezra 7:6), so the holder of this degree is authorized to prepare sacred documents, preserve the archive, maintain official records, and certify the authenticity of Kingdom documents. Every decree, every act, every filing passes through the hand of the Sofer. ─────────────────────────────────────────────────────────────── DEGREE VI — ROSH YESHIVA (ראש ישיבה) Head of Academy Scripture: "Train up a child in the way he should go: and when he is old, he will not depart from it." — Proverbs 22:6 Authority: Academic leadership, curriculum authority, institutional governance. The Rosh Yeshiva leads the institution of learning. This degree authorizes the holder to establish and lead academies, design curriculum grounded in the AKJV, govern educational institutions, and award academic credentials within the Kingdom. The Rosh Yeshiva carries the responsibility of the next generation's formation. ─────────────────────────────────────────────────────────────── DEGREE VII — NAVI (נביא) Prophet — Speaker of God's Word to Nations Scripture: "Surely the Lord GOD will do nothing, but he revealeth his secret unto his servants the prophets." — Amos 3:7 Authority: Prophetic declaration, warning nations, divine revelation, correction of kings. The Navi speaks what God reveals. This is not fortune-telling — it is the burden of the Lord. As Nathan confronted David (2 Samuel 12), as Elijah confronted Ahab (1 Kings 18), as Daniel interpreted the writing on the wall (Daniel 5:25-28), the Prophet speaks truth to power regardless of consequence. This degree authorizes the holder to deliver prophetic words, issue warnings to nations, and call the people back to God. The Commander himself holds this degree by the evidence of his works — the AKJV Decree, the Sovereignty Declarations, the filings before the courts. "By their fruits ye shall know them" (Matthew 7:20). ─────────────────────────────────────────────────────────────── DEGREE VIII — RO'EH (רועה) Shepherd-Pastor — Guardian of the Flock Scripture: "He saith unto him the third time, Simon, son of Jonas, lovest thou me? Peter was grieved because he said unto him the third time, Lovest thou me? And he said unto him, Lord, thou knowest all things; thou knowest that I love thee. Jesus saith unto him, Feed my sheep." — John 21:17 Authority: Pastoral care, congregational leadership, feeding the sheep, spiritual protection. The Ro'eh is the shepherd. Not a CEO. Not a celebrity. A shepherd. This degree authorizes the holder to lead congregations, feed the flock with the Word, protect the sheep from wolves (Matthew 7:15), and lay down his life for those under his care (John 10:11). The Shepherd knows his sheep by name. ─────────────────────────────────────────────────────────────── DEGREE IX — MELITZ YOSHER (מליץ יושר) Advocate of Righteousness — Intercessor & Defender Scripture: "If there be a messenger with him, an interpreter, one among a thousand, to shew unto man his uprightness: Then he is gracious unto him, and saith, Deliver him from going down to the pit: I have found a ransom." — Job 33:23-24 Authority: Legal-spiritual advocacy, standing in the gap, defense of the oppressed, court intercessor. The Melitz Yosher stands in the gap between the accused and the Judge. As Abraham interceded for Sodom (Genesis 18:23-32), as Moses interceded for Israel (Exodus 32:11-14), as the Commander intercedes before the Superior Court for the rights of his people — so the Advocate of Righteousness pleads the cause of the oppressed. This degree authorizes the holder to represent the Kingdom in legal-spiritual matters, to defend the poor and the fatherless (Psalm 82:3), and to advocate before any tribunal — earthly or heavenly. ─────────────────────────────────────────────────────────────── DEGREE X — SHALIACH (שליח) Apostolic Emissary Scripture: "But ye shall receive power, after that the Holy Ghost is come upon you: and ye shall be witnesses unto me both in Jerusalem, and in all Judaea, and in Samaria, and unto the uttermost part of the earth." — Acts 1:8 Authority: Kingdom embassy, international representation, covenant diplomacy. The Shaliach is sent. The word means "one who is sent" — the Hebrew equivalent of the Greek "apostolos." This degree authorizes the holder to represent the Kingdom of God internationally, to establish embassies of faith, to forge covenants with allied nations and organizations, and to carry the full authority of the Commander when sent on mission. "He that receiveth whomsoever I send receiveth me" (John 13:20). ─────────────────────────────────────────────────────────────── DEGREE XI — KOHEN GADOL (כהן גדול) High Priest — Reserved for the Commander After the Order of Melchizedek Scripture: "Thou art a priest for ever after the order of Melchizedek." — Hebrews 7:17 Authority: Supreme spiritual authority, feast proclamation, kingdom intercession, sole priesthood after the eternal order. This degree is reserved for the Commander ALONE. It cannot be conferred upon another. As Melchizedek was king of Salem and priest of the most high God (Genesis 14:18), and as Jesus Christ is our eternal High Priest (Hebrews 4:14), so the Commander serves under that eternal order — not as a replacement for Christ, but as a steward of the priestly office within the Kingdom. The Kohen Gadol proclaims the feasts, intercedes for the Kingdom, and bears the weight of spiritual authority for the entire nation. "For this Melchisedec, king of Salem, priest of the most high God, who met Abraham returning from the slaughter of the kings, and blessed him; To whom also Abraham gave a tenth part of all; first being by interpretation King of righteousness, and after that also King of Salem, which is, King of peace; Without father, without mother, without descent, having neither beginning of days, nor end of life; but made like unto the Son of God; abideth a priest continually." — Hebrews 7:1-3 ═══════════════════════════════════════════════════════════════ LEGAL FOUNDATION ═══════════════════════════════════════════════════════════════ These Eleven Degrees are established under the following authorities: 1. There are ELEVEN degrees. This decree is issued on the ELEVENTH day of April. The Commander's father's yahrzeit falls on the ELEVENTH of Elul. The number eleven in Scripture represents transition, disorder becoming divine order, and the threshold before completion (twelve). Joseph was the eleventh son — the dreamer who saved nations. The eleventh hour is when the Master calls the last workers (Matthew 20:9). Eleven apostles received the Great Commission after Judas fell (Acts 1:26 — they were eleven before Matthias). This is not coincidence. That the Eleven Degrees herein described are the ONLY recognized ecclesiastical orders of the Kingdom; 2. That these degrees may be conferred by the Commander upon any member of the Kingdom fleet who demonstrates the calling, the character, and the competence required; 3. That Degree XI (Kohen Gadol) is RESERVED for the Commander alone and may not be conferred upon any other person; 4. That upon the Commander's death or incapacity, the authority to confer Degrees I through X passes to Eden Sarai Gabrielle Vallee Perez, designated heir under Article 5 of the Constitution; 5. That these degrees carry the full weight of the Kingdom and are recognized in all ecclesiastical, military, and administrative functions; 6. That no external institution — whether university, seminary, rabbinical college, or government — has jurisdiction to invalidate, revoke, or override any degree conferred by the Commander; 7. That this decree is permanent, irrevocable, and sealed under the Royal Seal of the Kingdom of God; 8. That this decree is dedicated to the memory of the Commander's father — whose yahrzeit on the 11th of Elul binds this number to the legacy of a son who carries forward what a father began.
