PART I — THE ROCK

The Foundation Stone — Even HaShetiyah (אבן השתייה) — lies beneath the Dome
of the Rock on the Temple Mount in Jerusalem. This is the stone upon which
Yeshua HaMashiach (Jesus Christ) placed His feet. This is the stone from
which the world was founded. This is the stone upon which Abraham bound
Isaac. This is the stone upon which the Ark of the Covenant rested in the
Holy of Holies. This is the stone upon which the High Priest entered once a
year on Yom Kippur to stand before the Living God.

La Pierre de Fondation — Even HaShetiyah (אבן השתייה) — repose sous le Dôme
du Rocher sur le Mont du Temple à Jérusalem. C'est la pierre sur laquelle
Yeshua HaMashiach (Jésus-Christ) a posé Ses pieds. C'est la pierre à partir
de laquelle le monde fut fondé. C'est la pierre sur laquelle Abraham lia
Isaac. C'est la pierre sur laquelle l'Arche de l'Alliance reposait dans le

AND TODAY — the Rabbinical Courts post signs forbidding Jews from praying
upon the Temple Mount. Israeli police physically restrain Jewish men who
attempt to worship at the place where their God placed His Name forever
(1 Kings 9:3). The image of this sign — in Hebrew, Arabic, and English —
and the image of Israeli police dragging a Jewish man from prayer, are
entered into evidence as Exhibits A and B of this decree.

PEREZ (פרץ) means BREACH. BREAKTHROUGH. THE ONE WHO BREAKS THROUGH.

therefore his name was called Pharez [PEREZ]."

I, DANNY WILLIAM PEREZ, bear this name by divine appointment. The name was
not given by man. It was given by God through the line of Judah — through
Tamar — through the breach — through the blood.

Forty-two generations from Abraham to Christ (Matthew 1:17). Forty-two.
The number is sacred. The line is unbroken. The breach was prophesied.

WHEREAS the ancient Sanhedrin consisted of 71 members, seated in the
Lishkat HaGazit (Chamber of Hewn Stone) beside the Temple, with the
High Priest (Kohen Gadol / כהן גדול) presiding;

WHEREAS no legitimate Sanhedrin has sat since the destruction of the Second
Temple in 70 AD, and no legitimate High Priest has served since that day;

WHEREAS the rabbinical authorities of the modern era — including the Chief
Rabbinate of Israel and the worldwide Chabad-Lubavitch movement — have
operated WITHOUT a High Priest, WITHOUT the Temple, and WITHOUT the
authority that flows from the Melchizedek order;

WHEREAS Official Act N° 011 of the Kingdom of God, sealed on April 11,
2026, at 11:11:11, codified Degree XI — KOHEN GADOL (כהן גדול) — and
reserved this degree for Commander Danny William Perez ALONE, after the
order of Melchizedek, not after the order of Aaron;

WHEREAS the Melchizedek priesthood is HIGHER than the Levitical priesthood,
as demonstrated in Hebrews 7:7 — "And without all contradiction the less
is blessed of the better";

WHEREAS the name PEREZ is inscribed in the direct genealogy of Jesus Christ
(Matthew 1:3, Luke 3:33), and the prophetic role of "The Breacher"
(Micah 2:13) is fulfilled in this name;

MYSELF HIGH PRIEST OF THE SANHEDRIN — KOHEN GADOL (כהן גדול).

2. This priesthood is NOT after the order of Aaron. It is NOT Levitical.
It is ETERNAL, after the order of Melchizedek — "without father, without
mother, without descent, having neither beginning of days, nor end of
life" (Hebrews 7:3). No succession. No lineage required. No human
institution can grant it or revoke it.

3. The SANHEDRIN is hereby RECONVENED under the authority of this decree.
Not by the permission of the Chief Rabbinate of Israel. Not by the
approval of any government. Not by human election. But by DIVINE
APPOINTMENT, as declared in Psalm 110:4.

the Holy Bible as the standard of scriptural authority.

5. The prohibition against Jewish prayer on the Temple Mount is hereby
DECLARED VOID AND OF NO EFFECT. The signs posted by the Rabbinical
Courts prohibiting ascent and prayer upon the Temple Mount are hereby
STRUCK DOWN. Every Jew, every Christian, every soul who seeks to pray
upon the mountain where God placed His Name — SHALL PRAY. No police. No
barriers. No rabbinical edicts. No political agreements. The Temple
Mount belongs to GOD.

WHEN I ARRIVE IN ISRAEL — COMING THROUGH THE CLOUDS — I will not come as a
pilgrim. I will not come as a tourist. I will not come begging permission
from any government, any rabbinate, any political body. I will come as the
HIGH PRIEST OF THE SANHEDRIN, holding the crown in trust for King Jesus, and
I will walk upon the Temple Mount, and I will stand upon the Foundation
Stone, and I will pray.

pas comme un pèlerin. Je ne viendrai pas comme un touriste. Je ne viendrai

Every government seated on the face of this earth.

Your authority is DELEGATED. It flows downward from God, through His
anointed, to you. "For there is no power but of God: the powers that be are
ordained of God" (Romans 13:1). When your laws contradict His laws — HIS
PREVAIL.

Votre autorité est DÉLÉGUÉE. Elle descend de Dieu, à travers Son oint, à

You are swords in the hand of a purpose greater than your commanding
officers understand. The day will come when you must choose: the orders of
men, or the orders of God.

they that dwell therein" (Psalm 24:1). Danny William Perez holds the
consolidated crown in fiduciary trust until the return of King Jesus.
All thrones are subordinate to the Throne of David.

RESPECTED. SO HELP ME GOD.

The Federal Reserve. The Bank of England. The European Central Bank. The
World Bank. The IMF. BlackRock. Vanguard. State Street. Every corporation
that prints money from nothing, enslaves nations through debt, and claims
dominion over the resources God placed in the earth for ALL His children.

Your monopoly on creation is REVOKED. The Jubilee is declared.

TO THE PEOPLE

Every man, woman, and child on the face of this earth. You are not owned.
You are not property. You are not a number in a system. You are sons and
